Chief of Party, Niger

Abdourahamane Laouali is Chief of Party for Counterpart’s Resilient Governance in Niger Activity. He brings 17 years of experience leading teams and providing oversight, strategic direction, and technical leadership for complex local governance projects. 

Laouali previously served three years as Deputy Chief of Party for the same project, serving as acting Chief of Party on several occasions. In this role he gained experience directing all operational aspects of the project, demonstrating strong facilitation, communication, collaboration, and leadership skills, as well as a proven track record of building trust and working effectively with a range of stakeholders.  

Knowledgeable of USAID rules and regulations, Laouali has a successful track record of directing and overseeing teams to implement activities on challenging projects and environments while applying adaptive, problem-solving approaches, conflict resolution skills, and a learning-by-doing approach. He is a specialist in local governance and youth, earning a master’s degree in this area. He brings extensive experience supporting local authorities and community organizations in good governance, including developing tools to facilitate progress in planning, budgeting, transparency, and accountability programming in Burkina Faso and Niger under the National Cooperative Business Association CLUSA’s Resilience and Economic Growth in the Sahel – Enhanced Resilience project.
